The idea is for the cash points, in order to be safer the users.
In addition to the regular PIN number, each bank credit card would have a second PIN number that would indicate the user was in some sort of distress (such as being forced to withdraw money at gunpoint). After typing this distress PIN, the dispenser could show a screen saying "there are no cash at the moment". In this way, people would not be robbed.
